The mission of the Neighborhood Planning Council is to provide leadership in concert with the City’s Administration, in initiating a community-wide planning process to address the physical, social, and economic needs of the community.

The 5th District NPC meets every second Monday of the month at Hilltop Lutheran Community Center at 1018 W 6th Street, Wilmington, DE 19805.
